The Dwarven Scroll is sitting plain as day on a table in the dwarven town hall. Do I just take it... or do I need to do something then they will give it to me?

I talked to the mayor in town hall be he's apparently too drunk and doesnt offer me any quests.

Anyone help me with this?

try taking to the dwarf and ask about something like a gem. He will give you one: refuse, he'll leave. scroll for the taken man!!

Joliekiller, <whisperwhisper>, the dwarf you mean is in the Dwarven Bread Inn, not in the Dwarven village town hall.

No, there are scrolls in both the town hall and the inn. Neither dwarf will stop you, though, so help yourself either way.
