How do I use the thing which seems like a teleporter to me in the very north of Broken Valley? Close to the entrance of the cave of Naberius.

I don't remember where you will get password for these, but you will be able to use them later.
Tbh, you don't need to use these teleporters to reach that secret area. Once you will get high jump skill (passive, plot-retaled) you can try to visit it (stones near to chapel, start here :P).

u have complete bellegar challenge in 4 altar

and u will have 4 scroll that u cannot read

go to maxos temple, and talk to goblin near dragon statue

and he will translate the languange

the languange meaning "Bellegar" that is your password

many teleporter in broken valley u have find it u'r self

No as all lower lands in broken valley is being poisoned.

gay so you pretty much have to start a new game.

Those teleporter that required a password in broken valley will just provide you with some extra chests only. Skip of missing it wont need to start a new game as its not even part of main quest line.
