I find a bunch of arrows and pick them up, is there a quest for them and how do I get it?

There is no quest for arrows, and they are not usable (just there for atmosphere). Bows in DD do not require arrows (your character is assumed to automatically handle arrow management).

IIRC someone reported that a mage character who equipped an arrow (as a weapon) would start jumping up and down.

i never saw my character jumping up and down in spite it would be an amazing easter-egg!
and i played a mage equipped with a bow and also tried out the arrow as a weapon just for fun.
i can't remember that something special happened.
at least not in the german version

Maybe it was just with a certain arrow (or type of arrow) or this was fixed in a patch, or something? I'm not sure if it would be due to the language version; the person who I vaguely recall may have posted this was playing the German version.
