There are a couple NPCs still left in Broken Valley and on Sentinel Island after you take over the battle tower, and you can return to a few high spots. One quest in each location has to be done after getting the battle tower (though with the quest to retrieve some treasure from a boat in a tree on Sentinel Island, you may want to use it yourself, rather than complete the quest), but other than that any open quests will fail.
