nah, that's a different book- the "quest book" is atop a tree on the island, above the poison cloud. the "Shipment List" (on an island just outside the poison cloud) is just a random item, meant to add some more flavor to the world. read it and it'll say stuff about items requested by Needleman and even Bellagar. it's practially useless, like all those other books/journals you've picked up.
too bad you can't scoop up the gold that's near the wreckage.
