I have run into a bit of a jam, how do I lower the barrier so I can continue in Orobas?

I have so far found camps: Sentinel, Eagle Nest, and Tiberius.

Where have I missed that I need to take a closer look at?

Also, where do I find the key to the cage where a person is trapped in camp eagle nest where the 2 black ring who surrender and trade items are?

The place where you found the prisoner, there should be some levers on the upper floor that disable the barriers. The key can be found at the beach underneath (crawling with black ring), at least if you mindread one of the upper prisoner guards. There are many quests hidden at the Orobas fjords, keep your eyes open!

Specifically, upstairs in the bunker there are 2 levers to disable to anti-dragon shields, and one to lower the barrier.

The key will be on the beach below the bunker whether you mindread the guard above, or not. It can be found before you take over the battle tower, if you enter the fjords early.
