I think pickpocketing has been implemented, if only in a small fashion.
The commandant has a smelly hankerchief in his inventory, which has the 'criminal' orange tooltip, and cannot be moved into the trade window. My current play through doesn't have a thief, but I suspect this is where the pickpocketing mechanics can be used.
