1920x1080 is not available for me since my native res is 2560x1440. This is really not good as I always stream my games in fullscreen 1920x1080. Trying to enter those values manually the games just changes it to 1680x1050.
Only way I could manage to get it into Full HD, was to switch desktop to 1920x1080, go into game and set resolution to the same as windowed, then back out into desktop and switch it back to 2560x1440. What a mess...

I'm using nvidia's latest drivers on GTX 780 Ti with Windows 8.1

I'm having an issue where any resolution other than my desktop resolution isn't showing up. I'm having to change resolutions and video options manually through file manipulation.

EDIT: SOLVED!
Apparently people have had this problem before. You have to change your monitor/screen to its default refresh rate, and the options appear.
Maybe you can try the same and see if that changes anything?

Please email supportdos@larian.com, with a description of the problem and the report.zip file generated by the D:OS support tool. There is either a problem with the game detecting 1920x1080 when that is not your desktop resolution, or it is being filtered out of the available resolutions for some reason.

Nope. Already running default at 60hz. I've emailed an report of the problem.

I had this problem on my laptop. My native monitor resolution is 1920 x 1080 at a refresh rate of 60hz, but I have it scaled down to 1600 x 900. When I switched off the scaling, some of the missing options appeared (but not all, such as 1600 x 900).

Thought it might help!

Solved it on my end! Not sure this will help in your case, but here goes...

Check the game's aspect ratio. My system defaulted to 4:3. When I set it to 16:9, 1920x1080 popped right up in the list.
