can not be attacked with normal melee attacks because you can't target them but EVERY skill can target them. Not being able to hit someone who is standing right next to you with a sword but shot them with a flare is just weird and puts melee fighters at an disadvantage.
There are several ambushes in Luculla Forest where this problem occurs.
