Named after the same goddess, yes. Only Astarte is arguably based off of her, though.

For further amusement:

Astarte is the Greek name for Ishtar (Babylonian goddess of fertility, sex and war. I'd totally worship her).

Ashtaroth is plural of Ishtar (when referring to multiple depictions of her, like statues).

Somehow, Astaroth filtered into Hebrew texts as the name of a demon prince.

In the Golem of Prague, the Rabbi summons Astaroth to obtain the name which animates the golem (emet - truth).

Astaroth of SoulCalibur is a golem.

(Yes, I know it's all rather silly).
