i have seen several weapons that have the add-on speed then a number i dont see it often but i have seen it i was wondering if anyone could tell me what it meant

It changes recuperation time, that is, how quickly you can attack again once you've attacked. If you specialise in a certain kind of weapon you generally won't care about recuperation time anyway, as it will always be zero.

Only Sword Expertise and Bow Expertise reduces Recuperation Time to zero at level 5. Other Expertises reduce it, but not as much.

Like Chairchucker said, Speed directly reduces your Recuperation Time and you won't need to worry about it with swords and bows later in the game. It is very handy for other weapons, though.
