It's just exp for leveling. Like how if you explore you're given "exploration exp".

Yes, it counts as normal XP in the sense that all XP helps leveling up your character, but the source of the XP can vary.

There are:
XP - You get this for solving a quest or a part of a quest.
Exploration XP - You get this for entering specific areas in the world.
Charisma XP - You get this for winning a CIR (Charm, Intimidate, Reason) mini game.

Sometimes, you can talk your way out of a fight (which would have rewarded you with EXP for killing). Charisma EXP helps offset that kill EXP loss to encourage you to play how you want.

You also get a better deal when selling/buying items. Works very well with Bartering.

That's the Charisma skill... something differently entirely again.

But yes, the XP is simply there as alternative for the combat XP you would have gotten, since most rolls are to avoid combat.
It generally gives far less than killing though, and can be exploited in several cases by getting the XP and then force attacking them anyway.
