south of the dwarven village and north of the orc camp there is a cave. When you enter you find two thieves/assasins are coming in and the male is afraid someone is in the cave. anyway, after you defeat them there is a note on the table from Pedro about the stealing of the caravan goods. Who do I take this note to to solve the quest? The quest says not to take it to Marcus and I tried talking to Trevor with no luck.

hmmm, I think you give it to the soldier in market area, lt Robin, then you (Spoiler) Go into the sewers in the center of market and find the black market(end spoiler)
And I remember you have to speak to Tingalf in one of these quests.
Sorry I couldn't be much help, haven't done this quest in a while.

I think you take it to the merchant in the Rivertown market area first.

I finished this quest already.. this note has nothing to do with the wagon or Marcus??

Yes, this cave-note from Victorio has to be taken to merchant Marcus - it triggers his advice to speak to black marketeer Tingalf - this then triggers the Ars sewers and an aggressive Pedro.
