Rivers Confuse Me

By Bibius and Junius, there is a river. A river is made of water. This river is not made of water.

It does not inflict the Wet status. It does not put out a Burning man. It does not conduct electricity nor freeze.

This river is not alone. Every other river I can walk on/through behaves the same way. Why?

Maby rivers are made from a dry water. Cose it does not give Hydro Affinty bonus either.
