Curent status:
Some books are not exists at all (Man-at-arms:Dust)
Books are accessible randomly so it may greatly change the game difficulty.
If a player needs particular book, he is forced to poison play - Reload in front of vendor until book tick in.

Recommendation:
The books should be available all the time at specific location. Few special books might be hidden as a quest reward or story based.

Solutions:
Some items in the shop are regenerated at some point, but certain items are available all the time and unlimited amount.
Mark property of books in the vendors shop as infinite.
Make vendors like Hi/Lo.
So the Low vendor for Water-Aero have first 9 spells from Water and first 9 spells from Aero. That makes 18 slots in vendor shop window.
Then High Vendor has rest of the spells. --> eg. 18 books of infinte supply of high level spells.
Universal school vendor - e.g. elementals in Homestead they have infite stock of all spels books from their school. With exception those special quest hidden/story based.

or just use Dairymoose's (excellant) save-game editor and make em in multiples, both will work.
