I'm not hearing any spoken dialogue in the game at the moment.
Is there a setting to turn this on somewhere?

There currently is no spoken dialogue.

How much we will have once the game is finished is in the air (it won't be fully voiced though)

I loved the voice acting in the D:OSE version! :-D

Agreed, I would totally pitch in for a post Kickstarter to help add features like full voice acting in DOS II

From the Kickstarter page FAQ:

Will Divinity: Original Sin 2 have full voiceover?

It's unlikely that DOS2 will be fully voiced. While we’d like to voice everything, this is a game with exponentially more dialogue options than Divinity: Original Sin (the recording of which took seven straight months!), and we don't think there's any way we can voice it all with the resources we expect to have. We've tripled the size of our writing team, so we're looking at at least three times more content to record.

As long as we get full modding freedom with the Combat Voicesets, it's fine.
