since you can load the campaign's maps in the editor and use the editor to make maps for gm mode im assuming it's possible to make the world maps usable in gm mode, they probably just weren't included to prevent people from spoiling the areas for themselves before playing the campaign all the way through.
im sure it won't be long before someone makes a mod out of it, fingers crossed!
