Huntsman only grants you a 5% increase in damage while elevated. That's it. By default, you already get a 20% bonus for simply being elevated without any investment.

The only reason to raise it at all is for skill requirements, and so basically almost never. Both Ranged and Warfare act similarly to one another and both do more damage than the Huntsman bonus at all times, even elevated. In fact, once you're at around 50% crit, Warfare takes over being the best of the three bonuses for consistency as well as the highest burst potential.

Huntsman should grant an additional 1m range for ranged skills and basic ranged attacks per point on top of the elevated bonus to make it anywhere worth considering. Otherwise, the only time you might even want to use it is once you're already at level 20+.

imagine this:
you are level 10

you have 2 points in huntsman because you think it is crap you dump your remaining 8 points into warfare.
for simplicity i will stick to these two stats
you damage formula is as follows
weapon base * finesse bonus * 1.3* 1.4 -> 1.82 damage multiplier

on a 2nd try you are now smarter and understand a little about math you spread your points evenly between huntsman and warfare 5 : 5:
weapon base * finesse bonus * 1.45* 1.25 -> 1.8125 damage multiplier hmmm okay this isn't that much of a difference is it? but wait it's worse?!
so what exactly happened here? You decide that it is time to complain on forums.

My friend you are exactly at this point right now:

Because highground and huntsman work like a multiplier, the game bonus gets so ridiculous the game even has to start forcing you to fight indoor where you can't get highground bonus to balance it later on. A level 6 huntsman make every shot you deal from highground as strong as a crit shot (+50%) and this can go up even higher with crit and stack multiplicatively with Warfare.

Ranged is terrible because the +5% damage works like +1 Fin. It adds to the base, not multiply with what you already have. The only weapon talent worth taking is 2-handed.
