It crits, but the other reason to not use another weapon type is that they typically scale with STR, which means the higher base damage of that weapon won't matter since you would be raising FIN anyway.
Also, the way dual wielding shows up in the combat log or floating text is strange. It doesn't even look like the off hand is hitting seperately later on damage wise, especially when doing special attacks. It just looks like the off hand damage gets combined with the main hand and the main hand hits twice, despite the animation showing a different swing with each arm.
Unless the off hand penalty isn't actually a penalty to the off hand, but a 50% damage reduction across the board for simply using an off hand in the first place. Switching weapons around though from main to off shows a higher penalty when placing a higher damaging weapon in the off however.
