Is bouncing shield bugged? It has never scored a critical strike and I have 5 points in warfare and it still deals 20 damage at lvl 4

It does not scale of a certain stat, but it does scale of how high the physical armor of your shield is!
-> better Shield = better damage.

ok but why doesnt it crit

Because it's not a weapon skill.

It's already one of the highest phys damage skills in the game, and it can hit two targets. If it had crit chance, that would make it OP.
I give it to my mages too because they carry shields anyway, so this gives them variety of attack types.
