The Every Mother's Nightmare Quest in Fort Joy does not start, I talk to Fara get the doll, but the quest does not start.

I know, Kalrakh. I know it, because I did the quest at my first playthrough. But this time, the quest doesn't start.

What race are you? Human or not?

Quest indeed doesn't seem to start anymore. But, probably shouldn't have been a quest to begin with, just flavor conversation.
