This is not something new; it's always been there.

I just did the fight with the enemy who has the Evading Aura, and it really bugged me that, both Shocked and Chilled incur a Dodging penalty of -30%, but Knocked Down does not.

It just doesn't make sense. The description of Knocked Down says "The enemy is knocked down and cannot move". They CANNOT MOVE. They get a Dodging penalty when Shocked or Chilled even though they can actually still "move" in both cases. I'm rather particular about how things are worded, I know. Apparently "move" here strictly refers to the ability to walk around and such, but seriously, if you're going to say that, "Oh they cannot move but they can certainly roll around or backflip or whatever and dodge attacks just as efficiently as when they're standing", I'm not even sure how to counter that argument.

I rather doubt something will be done about this, but I just couldn't help bringing it up.

Agreed.

I had mention below suggestion before and would like to mention about it again:

1) Creatures in blinded status should have reduced dodging ability.

2) Creatures that are entangled, webbed and slowed status should have reduced accuracy.
