These are recognized as a different kind of "healing" by the game, mechanic-wise. Not the same as the instant, direct healing effect from other sources, with the amount specified in their tooltips.
Mechanic-wise, Blood Sucker definitely shouldn't be treated the same as standard healing. Although, it doesn't make much sense in the case of undead characters since they don't even rely on "blood" for their existence - they don't bleed when they're injured by physical damage. But you know this game. Things aren't very well-defined in how a lot of things work.
Cryogenic Stasis does sound like it should be treated the same as standard healing though.
