So I had used the editor to add skills to some enemies/NPC. (version 1)
After that act is loaded and saved, I made changes in the editor and publish a new version (with version number increased, say version 2).

After loading the game save and the new add-on, the skills of the enemy is still the old one (version 1).

To my understanding, the add-on made changes to story/script. So the skills of the enemies is already fixed and is not affected by the updated add-on?
Is is possible to update the skills according to the add-on?

Since the skills that a character has can change during the game, they are stored in the savegame.

Even if you change the initial skill set (which is what you can really set in the editor), the skills the character is now (in your savegame) supposed to have may have changed.

You could add the missing skills from Story on game load.
