Bug: Light crossbow should be 1d8 not 1d4

I think that one is a specific low quality light crossbow that was included for some reason. Stock Light Crossbows are 1d8.

Paid more attention. Most are 1d8...weird that there is one that isnt?

right, all of the fishermen's weapons are sub par compared to stock. I think this is intentional?

That's my assumption as well. It's probably meant to balance out the encounter so you don't get dropped in one round, that and it does make sense that fishermen may not have the highest quality weapons.

Having only just played that encounter with a dyed-in-the-wool evil character who ruthlessly slaughtered the fishermen (honestly, what are you lot thinking being so nasty), I'm also of the assumption that the weapons in question are modelled as inferior examples. The crossbow is actually described as being a bit rusty and rubbish, but the rubbish 1d4 shortbow has no such description.
