I play a Ranger and when i level up to level 4 I upgraded my characteristic for dexterity and wisdom. Nothing happen, i didn't see the change on my personnage. My dexterity have stayed at 17 and my wisdom at 15. Seem when we level up the game do not applied the characteristics upgrade.
i haven't had this happen yet, and i've used the attribute upgrade on all my characters. i also only make rangers, so i don't think it's a ranger issue. maybe just your character for some reason
