As things stand, you can (and should!) just camp after just about any fight. There is no drawback doing so. I suggest that camping should have world consequences. For instance, if you go and fight part of a camp or town, resting in between fights should mean that guards are replaced and reinforced. (To avoid xp farming, replacement guards should yield no further xp.) Also, if events are taking place, they should progress. Guy is getting tortured when you enter? Perhaps he dies or gets thrown in a cell if you go and camp in between.

The short rest should, imho, replace some of the functionality of camp spam. Allow everybody to fully heal from a short rest and, possibly, reset (some) spell points.

Also, camping should be the time and place for food. No more food as potions, instead, allow food to result in long lasting, specific buffs and/or debuffs. Food should cost money, too. The more effective food stuffs should be more costly than cheap food stuffs. The net result should be that camping incurs a cost.

Either or both of the above would increase the meaning of camping rather than make it something you (have to) do in between fights.
