I generally had a problem with the blacksmith also related to pickpocketing. Steal a few daggers and passed my checks left his workstation and went behind wooden area on some rocks close to river. Probably about 10-15 ft. away and he just started spamming lines every one second none stop.

Besides that strange scenario he goes hostile with no dialog chance no matter what, at least for me so far.

The blacksmith constantly became agro to me if I stole too frequently before he could trigger his search. I originally was pausing time to ensure I had time to sort through the items an get what I wanted.

Now what I do is steal, and then let him confront me, persuading him that I dind't see a thief or something of the like is always a DC 1 (maybe just an EA thing?)...this lets him return to normal instead of agroing.

Also it is helpful to have other character talk to npcs to turn them around and free up the visual cone to steal on your target.

If you click on shift, you can see all the red marks on the floor and where they come from. You should be able to find who's watching, probably the old lady at the opposite side of the path. And yeah, you can use other characters to talk to npcs from the right angle so they don't see anything.
