I'm having an issue with this one. The first time around on this new playthrough I did it after the goblins, and the dialogues of "Someone's screaming for help" still come up, even though the quests (rescue the councilor and save the sadsack husband from the burning building) are locked out by that point.
Rugan's hideout is also bugged. The guy in the building no longer gives the option for the passphrase check—it used to be fine before the update. The only way to get around him is to pass a dex and then a persuasion check. My character saved Rugan from the gnolls, and got the hideout location and passphrase, so it seems like there's a continuity error in there: this happens regardless of whether one does Waukeen's Rest before or after the gobbos.
