Fulfill Asmodheus - then hop on the teleporter, chat with Tax and and talk to the guards at the Temple Gates. click on the billboard 4x - read - enter left house to get an entry into the ranking book and talk to the guards in front of the locked church. Now you should know how to enter it: by fulfilling ranking quests. Order is irrelevant now.
Just a tip => you only need to become number 2, until a NPC approaches and challenges you - but if you like to have a max ranking => 25000. So, don't take her offer too early. But that's just cosmetics. After you have accepted challenge and survived - you can enter church and carry on with main plot => CAUTION! No quests can be solved, after this. Linearity.
