You need to scry for the dwarven council member, talk to him and get the stone axe quest in order to open the way to the second level of the mines.

You need to recruit the elf and dwarf council member to solve the conflict, then talk to the elf by the well in the elven village again.

easy tactic to kill the vampire. You need lockpick lv 2 or telekinesis lvl 2 to get to him.
