IIRC, you can open them from the other side, from assasin guild.

YOu ahve a map to show me where that is?

First of all you need a quest for that.

1. Do you have Duke's murderer quest. Got from Ralph (commander of the watch in Rivertown) and old duke's spirit from the graveyard?

Yep, and i also saw his ghost asking me to investigate

Good.
Now, if I remember correctly, you should speak with Sir Dante and get the Sir Patrick's deed for him.

If you done all that, then speak with secretary (Yarun) in the merchant guild, SW room:



And in Assasin's guild you'll find the entry to sewers:



But to finish the duke's quest, speak with Yarun in the assasin guild again and he'll arrange you a meeting. <img src="/ubbthreads/images/graemlins/wink.gif" alt="" />
