Is there anything involved with all of those single loose arrows lying around everywhere and what's the story behind that, "To my best Friend" Drow Amulet?

Or are these just things just added to the game to add a bit of atmosphere?

I'll go for the atmosphere thing you mentioned (I don't even think you an SELL arrows. The amulet goes for some coins if you need them thougn. You won't bump in to the best friend, anyway).

Some parts of these "things" are so-called "Easter Eggs", surprises for fans or others. There's tons of them. <img src="/ubbthreads/images/graemlins/winkwink.gif" alt="" />

I don't know whether there's a complete list of them, but I think the German Forum part had such a thing, and Kiya translated it into English, if I remember correctly.
