I see it's is makes use of ASP. So why use frames? Just have two pages that contains the design.
In php i would do it like this.
include("head.php");
... the center part of the site
include("tail.php");

OK fourth look and then I go to sleep.
try scrolling with the wheel of your mouse when in the top frame. It scrolls (no scrolbarr arrtibutte most likely) So my guess would be theire is a measurement wrong.
