It is the same patch (the 1.03, sometimes abbreviated 1.3, patches were to bring earlier releases up to the latest North American release version, though the NA version has a small patch as well). Nothing concrete has been mentioned about the next patch (it was at least mentioned it would fix a couple missing dialog problems in certain (IIRC) English versions).
