i went thru all the village vendors and around the area where the guy is ..no idea where to get one

There may be some rope in the bandit camp... someone in another topic (for D2:ED) mentioned finding some in the Black Boar inn. I don't recall for sure, but there might be some rope in the camp at the start of the fjords, accessed by the path in the far south west of Broken Valley (the start of the fjords is safe, but opponents down the mountain path will be a higher level).
If all else fails you can wait until merchants restock when you go up another level, and check again.

I found some in Louis' stash,the hatch outside the church to the left.

Merchants never have rope that I know of in D2:ED, though it is placed in enough places that the only trouble in finding rope is noticing it.

I wound up selling all the ropes u ever found so much to my amazement in the bandit camp there was 1 more hanging on a pole

The Merchant Lamont across from the church sells a rope.
