It seems you need higher than level 5 lock-pick in the post hall's Aleroth. I have yet to find out how to increase it past 5. None of the trainers do it either. Anyone found out yet?
I found it in the temple with the mage holding the shield up. There are actually 2 trainers in there one on each side. The woman lets you increase lock-pick.
