I'm level 30 and doing the second quest for the Warrior Guild. I am right at where the dragon rider is and each time I go to kill him, his spell annilates me with in seconds. I don't even stand long enough to attempt to cast a spell at him. How do you kill these buggers?

gotta get your resists up. Resistance is on a scale of 1-100%, so if you have 80% resists to lighting and fire, you will take very little damage. also, use the shift key to pan your view, so you can cast spells on him before he sees you. If you have them, either curse (cast several times in a row) and then freeze, and then life leech works well to weaken him considerably without any retaliation. you could also try blind on him too. finish off with whatever you like; hellspike is good.

it is not on a 0-100% scale. Just the more you have it, the better. There are no limits for res. number.

If you are in a sticky situation then the best tactic is to get out of it.

My resist are low so I need to raise them. I have plenty of charm spots open but I can't find any good charms. Where can you find them? Also, does spell shield work against the dragon riders attack that is killing me?

Kistandalius (or sometimes Blake) in Ars Magicana and Corinna (or sometimes Mpenzak) in Verdistis are good places to buy silver charms. As for finding them, lizard warrior's etc. in the sewers and dragon warriors / trolls in the dark forest are good.

Spellshield works for any magical attack, Aura of Guarding for physical attacks. Spell books for both can be bought; check with the merchants mentioned above.

If you're a Warrior, the Invis/Warrior's Swirl combo will deal with the Dragon Rider.

If You're a Mage, Shield & Magic Shield will absorb all the damage if you cast it often enough. Elemental Strike & Freeze will kill him nicely.

Also, check your resistances if you are not using the latest patch. If they are in negatives, it's a bug that's killing you, and you should download th latest patch to fix it.

*sigh* sure you can have 200 resist, but you stop taking damage once it reaches 100. don't believe me? test it for yourself.
