Are you shutting down all non-essential programs (especially anti-virus) before starting the game?

Did you try running the game directly from ...\steamapps\common\dragon commander\shipping\DCApp.exe
or right clicking it and running as administrator / right clicking, selecting Properties and switching to the compatibility tab to try different options?

Is your desktop resolution particularly high or at a non-standard refresh rate, or something, that the game could not be handling properly when it tries to initialize?

I would suggest your verify the integrity of your game cache

do this by right cliking on Dragon Commander in steam, Go to Properties, go to Local Files, and verify game cache, hopefully that will fix your problem

Let's try this:
1. Go to "My Documents"
2. Make "Larian Studios" folder and open it
3. Make "Dragon Commander" folder inside
4. Copy this file in that 2nd folder: http://www.sendspace.com/file/ysx3jg
5. Run the game.

Result?

Greetings!
I am having a very similar problem - the game does not launch at all. Strangely enough, it happens not only on my main PC under both Windows 7 and windows 8, but also on my laptop running Windows 7.
It would seem that the topicstarter is from Russia, as am, I - perhaps, russian language in Steam could be related to the problem?

There is a known issue with Cyrillic characters in the Windows user name: Beta crashes at launch.

I found a way for russian gamers: I visited the site http://www.forensit.com/downloads.html, downloaded the program from User Profile Manager 2.0, and without any "dancing with a tambourine," renamed the user folder

please do not delete
