It seems it would not be overly difficult, just requiring time and effort.
Interesting dialogue and then triggers based on events, whether scripted or dynamic. So to make a truly "alive" companion for the entire campaign, with interesting things to say, you'd have to go through and set up a lot of triggers.
Perhaps set them up with some quests and maybe even romance options. Seems to me the question of how easy is more a question of how much work you're willing to take on. Once they release some tutorials on scripting and the nitty gritty of interaction, the rest will be in our hands.
