Along with increasing Gamma I've found that upping the Darkness setting helps out with making the darker areas more playable for me.
They are both under the same option sub-menu... Main Menu->Options->Visual
I play with Gamma 1.25 and Darkness 50, It let's me play pretty good even in poorly lit areas without losing the 'dungeon' feel by making it too bright.
Yes, they are cumulative. However, you should only get Ranger Sight if you have maxed Elven Sight (or plan to) but still want a larger sight radius, and have the extra skill points to spare.
