Does anyone know how to get through this door in the holding cells?

I've been trying for hours
I dont have a character with thievery

You get there from the other side.

Hint:

Go top side, talk to the guy in front of the Shrine of Seven or something and ask about the prayer.

You should be able to then go up to the Shrine and have a new dialogue appear.
