My guess would be that Han and the 2 "Magisters" only spawn if you have gone through the prison level of the keep. Even if it means just walking in the slug cave for just a moment or going through the crying statue cave.

I'm met them the first time, when I did not even know, that there was a prison level. Just sneaked in through the main entrance.
