You have to talk to Arundel, prisoned elf by dwarfs. Then the leader of dwarfs in Dwarven Village, Rivertwon.
The axe is in second level of mines under Dwarven Halls, Dark Forest. BTW, you can't reach the second level before you gather all other members of Council of Seven.

Here is a link for council member quests

Actually, you can get the dwarven council member quest after recruiting 5 other members, so he doesn't have to be last. The dwarven mine will be open when you have the stone axe quest.

I thought that Zandalor doesn't count. My mistake, sorry.

I did Zandalor first. Turn around, quest completed. I left the imp for last, to get the most benefit from the jug in the imp's world which raises you up a level.

There are six real races in Rivertown. So I thought that I must complete 5 other race's quests before I finish dwarf quest.
I finished the mage member quest just as the way you did. I don't think that there is another way, actually.

Let me guess, you also left "The Wishing Well" to end, don't you?

On my first run through the game, I was so exited that I couldn't think of any strategy.

Same here, Kaan, - I developed my "ideal line" after my 3rd one. The first without busted quests
