Is there a way to make skills usable only in certain situations? For example, if a player rolls 3d6 and rolls a double, then the skill becomes usable?

You can set various conditions and requirements on skills, but not really something like a random chance for it to work. Maybe you could script something where on combat starting, you learn a certain skill with a certain chance, but that would take some finagling. See here for some information about skill creation:

Alright, thanks! I guess since I want to run this campaign in GM mode, I can do everything dynamically. I was just wanting to see if there was a script or something I could use smile
