I found the 2 pieces before accepting his quest which seems to bug him in act 2. Now this comes back and haunts me which i had hoped not.
The sad part here is that he blames me for his laziness to not accept and repair the sword.. I mean the pieces are right there just repair it, how hard can it be. Will this ruin a future quest or can i proceed without missing any important content? Do I "Really" need the sword?

I had the same problem as you. In the end Tarquin was grateful to me for being a great friend(I wasn't, nor was he a 'friend). So you'd probably miss out on a quest but don't think it changes things drasticly.
