Will there be a day and night cycle in the game?

Example: there is a rest function. So can I rest until the night?

looks more like "resting" autmatically changes into a night state at the encampment instance rather than the actual world having a day / night cycle.

i guess the implication beeing that you adventure during the day

Resting = night over, next day?

What about short (1 hour) and long (8 hours) rest?
Is there a world clock in game?

i dont think short rests include the camp scene so short rests are probably just "when not in an encunter" like they are in 4e

I think that was the point.

In the Baldur's Gate series there has always been a world clock and adventuring at night was a thing, it yielded different encounters and well, gave the impression that time passed :-)

Alongside dynamic weather, it is definitely something I would have high up my list of "quality of life" wishes for this title.

Also I think the effects of the weather would combine well with the effects of the environment with divinity engine.
