Just a quick suggestion. When Edge Panning is turned on, have it disable when in the Inventory, Character, Equipment, etc screens. If you are in those screens, there's no reason why you would be panning all over the map. :P The battle and action can keep going(if there is any), but just keep the map where it is. Otherwise, you exit out of the screen, and it's like, "Where the hell is everyone?"

It seems completely random when it works. I can't get it to work during combat at all - that's generally when I want it the most.

Running "Ultra" on 1920x1080 @ 60Hz, I Have "Edge panning" checked. The issue seems to be intermittent. It will work while out of combat, as soon as I enter combat, the free panning ,edge scrolling control goes away weather its in turn based combat or not. Once the combat sequence is complete the camera will focus on whichever character is selected and I can not pan/edge scroll around.
I assume this will be addressed with a future patch?

Update- Upon playing a bit more I have discovered that even in combat if you press the arrow keys (Up,down, left or right) it will disengage the camera lock and can pan the camera around freely. I don't know if this is how the they intended the free camera "edge Panning" to work but it is at least a work around for the time being.

Clicking on the <home> key focuses on the selected character and edge panning again works. I agree it should always work- except as the OP says when you are not looking at the map.
