Skills scale off the "Ability" property, as viewed here: https://docs.larian.game/Skill_creation#Basic_Parameters
"Warrior" (a.k.a. Warfare) will make the skill scale off of Strength.
Additionally, the "UseWeaponDamage" property makes the damage scale with equipped weapons, and the "UseWeaponProperties" property factors in the weapon's damage type. Also note that "UseWeaponDamage" makes a skill a "weapon skill", meaning MUTED doesn't prevent it from being cast.
