Did you click on the BF keys, not just pick them up? If you click on each of the BF keys that you have, what does it list for the level?
Keys should unlock everything up to their level when clicked, so if you didn't click on the higher level keys, that could be why only 2 dungeons are open in act 2.
My reply to your support email bounced. Sometimes email from that provider shows up as provider_StringOfLettersAndNumbers@provider.com; sometimes replies make it back, and sometimes they don't (include the email address in the body of the email to be safe, if you email support again).
